Issues addressed: The Anti-Terrorism and Non-Proliferation (Amendment) Bill, 2024, introduces amendments to the Anti-Terrorism and Non-Proliferation Act, 2018. The Bill revises the functions of the National Centre for the Prevention of Terrorism, renames the office of the Director to Director-General, and incorporates offences related to nuclear materials under international conventions. It provides updated definitions and penalties for offences such as terrorism, proliferation, and financing of such activities. Additionally, the Bill establishes measures for implementing targeted financial sanctions in line with United Nations Security Council Resolutions. It also seeks to strengthen provisions for detecting, preventing, and prosecuting terrorism-related activities.

The Bill also addresses the handling and regulation of frozen assets, provides for delisting processes, and ensures compliance with international standards on counterterrorism. It mandates stricter controls on the use, transport, and proliferation of weapons, including chemical, biological, radiological, and nuclear materials. The amendments aim to enhance the legal framework for combating terrorism, proliferation, and associated financing within Zambia.
