Detention grounds must enable the applicant to make meaningful representations; the executive is not obliged to prosecute.
Constitutional law — preventive detention — "grounds in detail" — sufficiency judged from detainee’s perspective to enable meaningful representation; grounds are reasons, not full evidence; executive not obliged to prosecute where detention is for public security; appellate resolution where judges agree on law but differ on facts.
